Historical Dictionary of Terrorism |
The United States Department of Defense defines terrorism as "the calculated use of unlawful violence or threat of unlawful violence to inculcate fear; intended to coerce or to intimidate governments or societies in the pursuit of goals that are generally political, religious, or ideological." While terrorism has been around for centuries, it was the al Qa'eda attacks of September 11, 2001, that brought home to the world, and most particularly the United States, just how dangerous terrorism can be.
The third edition of the Historical Dictionary of Terrorism presents the full spectrum of forms of political violence through a chronology, an introductory essay, a bibliography, and hundreds of cross-referenced dictionary entries on major terrorist groups and their leaders, significant terrorist events, cyber-terrorism, counterterrorism, and social science concepts regarding the motivations and group dynamics of terrorist groups. Historical Dictionary of the Petroleum Industry |
The world as we have known it for the past century would have been very different without petroleum. Petroleum, particularly in the form of crude oil and its refined products, has been central to all aspects of modern industrial society and has been a major strategic geopolitical objective for nations. The 20th century was the age of oil, and at least part of the 21st century will be as well. Petroleum is used as an energy source and as a raw material for the production of an immense variety of chemicals and synthetic materials. Almost all the world's food relies on petroleum for fertilizer, pesticides, cultivation, or transport. Petroleum has been particularly dominant as a source of transportation fuels, an application for which cost-effective substitutes will be especially difficult to find.
The Historical Dictionary of the Petroleum Industry presents a concise but complete one-volume reference on the history of the petroleum industry from pre-modern times to the present day. This is done through a chronology, an introductory essay, and over 400 cross-referenced dictionary entries on companies, people, places, events, technologies, and phenomena related to the history of the world's petroleum industry. Anyone interested in the history, status, and outlook for the petroleum industry will find this book a uniquely valuable source.
Author M.S. Vassiliou is an analyst at the Institute for Defense Analyses with over 25 years of experience in R&D and technology management. |

Household Vulnerability and Insurance Against Commodity Risks: Evidence from the United Republic of Tanzania |
|
This report has two objectives. It assesses the nature and the extent of vulnerability among rural households in Tanzania with a particular focus on smallholder cash crop growers though exploring all risks, including the decline in commodity prices. It further explores the potential role for market based insurance schemes such as commodity price and weather based insurance to mitigate household vulnerability. The empirical analysis is based on two rounds of specifically designed representative surveys of farm households in Kilimanjaro and Ruvuma, two cash crop growing regions in the United Republic of Tanzania in 2003 and 2004. The contrasting experiences of a richer (Kilimanjaro) and a poorer (Ruvuma) region substantially enriches the policy guidance emerging from the report. The report applies descriptive, econometric and contingent valuation techniques to achieve its objectives. |

Implementation Costs of Agricultural Policies |
|
Concerns about the cost of implementing and monitoring agricultural policies are mounting with the development of more decoupled and targeted policies. While these costs are inherent in the policy process, reducing them will bring benefits in terms of better use of public funds, and minimizing the overall economic costs of policies. The report suggests ways to do so without compromising the aims of the policies. Ways to reduce costs include sharing experiences across agencies, regions or countries, exploiting already existing administrative networks, integrating government and private information systems, reducing the number of agencies and using the latest information technologies. |

This book offers a unique analytic framework for assessing multi-level governance arrangements. It explores how four key considerations affect the choice of contractual arrangements. |

Mexico-U.S. Migration Management: A Binational Approach |
The need to understand the migration between the United States and Mexico is greater today than at any time in its century long history. Its volume and complexity are greater than most observers might have imagined even a decade ago; and it operates in a context charged with serious human, political, and security challenges. Yet, there is often confusion over the most fundamental questions about the demography, economics, and political nature of the movement and its policy responses. The editors of this book bring together a team of top policy-oriented migration experts from Mexico and the United States to provide an up-to-date analysis leading to grounded policy recommendations for both governments. Their conclusions derive from new analyses as well as from detailed discussions with policy-makers.
Contributors assess the main characteristics, trends, and factors influencing Mexico-U.S. migration and recommend actions that should improve migration management, substantially reduce undocumented flows, and refocus Mexican migration into legal channels. Also contained within this book are recommendations of development strategies in Mexico that should reduce mid- to long-term emigration pressures. The book shows that collaboration between the U.S. and Mexico is not only possible, but necessary, as unilateral reforms will continue to fail until both governments act together to regulate the flow, improve conditions for the migrants, and make sure that migration has positive social and economic impacts on both countries. |

OECD Reviews of Regulatory Reform: Korea Progress in Implementing Regulatory Reform |
|
This publication assesses progress since 2000 and analyzes many of the lessons of implementation of regulatory reform. It highlights possible responses to current challenges. These include the pressures of an ageing society, future welfare needs, and human capital development. The study includes a new special chapter on tertiary education, where improvements in the regulatory framework can yield significant benefits for future innovation and productivity. Political support at the highest level has been instrumental in the shift to user-oriented regulations, improving consultation to create a "participatory society" and changing the government role from direct intervention towards ensuring the sound functioning of a market economy. The report takes account of the specific Korean context, but can be of wider value in other countries as well, within and beyond the OECD. |

OECD Sustainable Development Studies: Subsidy Reform and Sustainable Development Political Economy Aspects |
|
Unsustainable subsidies are pervasive in the industry, agriculture, transport and energy sectors of most OECD countries. They are expensive for governments and can have harmful environmental and social effects. Eliminating these supports requires comprehensive approaches which are supported by top political leadership, transparent in their potential effects on all parties, consistent over the long-term, and often accompanied by transition supports. This volume uses sectoral case studies to illustrate that achieving change in structural policies such as subsidies depends largely on good governance practices. |

Pentagon 9/11 |
|
Pentagon 9/11 is the story of both the terrible damage and harm inflicted on the building and its occupants on that day, and the enduring strength that in the days and weeks that followed restored the structure, salvaged lives, maintained operations, and affirmed American purpose and resolve for friends and foes alike. Beginning with the circumstances and immediate impact of the attack, Pentagon 9/11 records in compelling and unprecedented detail the destructive path of American Airlines Flight 77 as it crashed through the building, then relates the epic struggle of on-scene survivors and rescuers as they led colleagues to safety, and the actions of first responders to fight the fire, insure security, and furnish care to the dying and injured.
Five authors, working from more than 1,300 oral history interviews, have collaborated to produce an evocative and authoritative narrative, weaving information gleaned from technical after-action reports with the firsthand accounts of participants and observers. The large cast of contributors includes surviving victims, medical attendants, FBI agents, search and rescue personnel, building engineers, forensic specialists, state and local authorities, DoD family assistance staff, and hundreds of other agency employees, volunteers, and eyewitnesses From the smoke and chaos of the event emerge vivid scenes of the physical wreckage and human toll but also countless acts of courage, grace, and heroism among military and civilians suddenly functioning side by side in an unconventional theater of war. Pentagon 9/11 chronicles the full sweep of this complex experience, heretofore depicted only in fragments, and offers important and reassuring lessons learned for future emergencies.
Supplementing the wide-ranging narrative are charts, diagrams, and extensive photographs and illustrations that provide graphic testimony to the scale and force of the attack as well as the reconstruction and recovery. At once chilling and inspirational, Pentagon 9/11’s words and pictures dramatically remind us of terrorism’s long arm and the powerful message brave individuals and indomitable if not invincible institutions send to our adversaries in triumphing over tragedy.

People and Animals Traditional Livestock Keepers: Guardians of Domesic Animal Diversity |
|
Domestic animal diversity is being lost at an alarming rate. Worldwide, local
livestock breed are being crossed or replaced with higher-yielding animals.
In collaboration with livestock communities, research centres, universities,
governmental and non-governmental organizations, FAO identified and
documented 13 case studies, presented in this publication, on how communities
manage their local animal genetic resources. These cases studies demonstrate
that local knowledge is crucial in preserving the equilibrium between
farmers, their animals and the environment. However, livestock keepers' role
in maintaining this balance and conserving biodiversity is under a great deal
of pressure from training land tenure policies to the benefit of the private
sector and the expansion of natural reserves. Formal government involvement
could significantly reduce farmer's exposure to these risks. This study aims
to raise awareness and subsequently encourage decision-makers to include
conservation and development of animal genetic resources in legal, regulatory
and institutional planning.

A significant number of entrepreneurs and small and medium-sized enterprises (SMEs) could use funds productively if they were available, but are often denied access to financing. This impedes their creation and growth. The "financing gap" was the subject of the OECD Global Conference on "Better Financing for Entrepreneurship & SME Growth", held in Brasilia, Brazil in March 2006. This book presents a synthesis of the Conference discussions on the credit and equity financing gaps, as well as on private equity definitions and measurements. It also offers a selection of papers given by some of the key stakeholders (SMEs, government and financial institutions) confronting these important issues. |

Restoring a country's debt to a sustainable path after a sovereign debt restructuring is key to ensuring a credible and durable exit from the crisis. In recent years, a number of countries have restructured their sovereign liabilities, either following a default, or preemptively, to avoid a default. This Occasional Paper takes stock of the experiences of some of these countries--Argentina, the Dominican Republic, Ecuador, Moldova, Pakistan, Russia, Ukraine, and Uruguay--with debt-restructuring operations, with a view to assessing the outcomes and whether debt sustainability has been restored. The emphasis of the study is on sovereign debt owed to private creditors. |

State of Agricultural Commodity Markets |
|
TheState of Agricultural Commodity Markets 2006 focuses on the question of why the development and food security needs of developing countries need to be better reflected in the design and implementation of new agreements on further liberalization of international agricultural markets, and on the mechanisms under discussion to achieve this goal. In the WTO Doha Development Round, how to safeguard the interests of enveloping countries, especially the lower-income countries, has proved to be highly topical but is also problematic: the issues and arguments are complex and sometimes controversial. The stalling of the Doha Round in July 2006 has provided an opportunity to revisit the issues of how future reductions in import tariffs on agricultural products will affect different developing countries, whether there might be any negative repercussions of further liberalization and, if so, how these might be addressed in the formulation of new trade rules. |

State of the World's Animal Genetic Resources for Food and Agriculture |
|
Sustainable management of the world's livestock genetic diversity is of vital importance to agriculture, food production, rural development and the environment. "The State of the World's Animal Genetic Resources for Food and Agriculture" is the first global assessment of these resources. Drawing on 169 Country Reports, contributions from a number of international organizations and 12 specially commissioned thematic studies, it presents an analysis of the state of agricultural biodiversity in the livestock sector - origins and development, uses and values, distribution and exchange, risk status and threats - and of capacity to manage these resources - institutions, policies and legal frameworks, structured breeding activities and conservation programmes. Needs and challenges are assessed in the context of the forces driving change in livestock production systems. Tools and methods to enhance the use and development of animal genetic resources are explored in sections on the state of the art in characterization, genetic improvement, economic evaluation and conservation. The main findings of the report are summarized in "The State of the World's Animal Genetic Resources for Food and Agriculture - in brief", of which the Arabic, Chinese, English, French, Russian and Spanish versions can be found on the attached CD-ROM and are also available separately in printed form. As well providing a technical reference document, the country-based preparation of "The State of the World" has led to a process of policy development and a "Global Plan of Action for Animal Genetic Resources", which once adopted, will provide an agenda for action by the international community. |

The UNEP Year Book 2008 highlights the increasing complexity and interconnections of climate change, ecosystem integrity, human well-being, and economic development. It examines the emergence and influence of economic mechanisms and market driven approaches for addressing environmental degradation, and it describes recent research findings and policy decisions that affect our awareness of and response to changes in our global climate and environment. |
